BACKGROUND: Magikoopas are an elite arm of the Koopa forces, trained in the use of black magic and armed with powerful wands that fire lethal magical projectiles. Different Magikoopas have different levels of skill, but almost all of them can teleport themselves over small distances and many can fly magic brooms. With the proper training, a Magikoopa may be capable of transforming creatures and changing their size. These creatures are almost exclusively loyal to Bowser, but Smithy managed to hypnotize some into working for him when he attacked the Mushroom World.
Magikoopas can be recognized by the blue wizards' robes they wear and large, thick glasses - not to mention their wands. Recently Magikoopas have been wearing different coloured robes to denote rank and power within the Koopa Troop. These Koopas often act as the last line of defense in Koopa fortresses, and are not to be taken lightly.
One of the oldest Magikoopas around is Kamek, who cared for King Bowser as a child. While Kamek hasn't been seen in some years, he was a capable and dangerous Koopa in his day. Recently Bowser has used Kammy Koopa, a rare female Magikoopa witch, as his right-hand Koopa. Kamek seems to have reappeared as a boss in Super Princess Peach.

EVOLUTION: While Magikoopas have appeared in four games, they haven't changed a lot.
These spell-masters first appeared in Super Mario World, where they looked somewhat two-dimensional because they are shown in a perfect profile (from the side, that is). In Super Mario World 2: Yoshi's Island, Kamek was the only Magikoopa, and he introduced a more cartoony, three-dimensional look. He was also the first Magikoopa to ride on a broomstick.
In Super Mario RPG, Magikoopa was a 3D rendered character, like all of the creatures in that game. This Magikoopa looked quite good, but if you see a close up picture (unlike this tiny screenshot!) you'll notice that they were a bit robotic looking.
Paper Mario brought Magikoopa back with gold and red wands instead of the white wants with multi-coloured tips that they used in earlier games. They were also wearing bigger, dorkier glasses than ever.
The Magikoopas in Mario & Luigi: Superstar Saga may have been the first ones to wear white-brimmed caps. Their caps were also especially pointy in this one...perhaps Bowletta tried changing up the usual uniforms in the Koopa Troop after taking over!
They were back to blue-rimmed caps and looking very much like the original artwork in Paper Mario: TTYD and Super Paper Mario. They also went back to smaller glasses.
It looks like the white-brimmed caps didn't go completely out of style, though, as Magikoopas are sporting them again in Super Mario Galaxy.
