BACKGROUND: Spindrifts are plants that have basic flight capabilities. Bowser thought they were useless until he got launched by one. He then thought they could launch Mario down cliffs - thus, the beginning of their career. Spindrifts were soon kicked out of the Koopa Troop after Mario was able to use them to gain a height advantage.
